He comes back and finds that the worship of Talos has been taken away and flips his $h!+. Ulfric was captured and put through hell as the Thalmor do to all their prisoners (especially high profile ones like a Jarl).
Look here's how it goes: Ulfric fought in the great war for the Empire against the Aldmeri Dominion who are governed by the Thalmor.
